When installing Mach3 into Windows 11 (installing specifically as an administrator from the admin account, and as an administrator for non-admin accounts, and just using the administrator account... yes, I tried a few combinations while sorting this out) the permissions on a number of files are set so that various accounts can't access the files.
The way it manifests itself is that Mach3 loads, but some or all of the screen elements from the GUI are missing, rending the GUI unusable.
Resolution:
After installation, right click on the Mach3 folder, open the 'Properties' menu.
Select the 'Security' tab. Select each user in the 'Group or user names:' list.
Change the settings to 'Full Control'.
Restart the computer to be sure settings have been updated.
The screens for Mach3 should now be fully available.
